April 22, 2026
With profound love and deep sorrow, we announce the passing of Winifred
Peggy Frank, affectionately known as "Hon," Mom, Gram, and Gi Gi-ma,
on April 22, 2026. She lived a life defined by devotion to family, grace in all she did, and a
warmth that touched everyone. Born in the Bronx, New York, April 3, 1942, Winnie spent her
early years there before moving to Yonkers. At the age of 27, she and her beloved husband
settled in Carmel, New York, where they built a beautiful life together for over 43 years.
Later chapters of her life brought her to Malta and Clifton Park, New York, and for the past
eight years, she made her home in Fulshear, Texas, surrounded by family and love.
Winnie met the love of her life, Anthony "Tony" Francis Frank, on a blind date-an instant
spark that quickly grew into a lifelong partnership. Together for 65 devoted years, theirs was
a love story marked by unwavering support, deep affection, and shared joy. To Tony, she
was perfection!
A proud graduate of Commerce High School in Yonkers in 1958, Winnie
pursued cosmetology and went on to become a quite successful
businesswoman. She owned a high-end designer clothing boutique and
co-owned a fashionable hair salon, where her exceptional service and
eye for beauty helped countless women feel confident and radiant.
Winnie had a gift for making life richer and more beautiful. She was an
excellent dancer, a skilled bowler, and a fabulous cook who could
create a delicious meal from almost anything. Her home was always filled with food,
laughter, and the comforting sense that there was more than enough for everyone. She
loved gardening and surrounded herself with flowers, enjoyed lunching and shopping with
friends, and found delight in travel-especially to Aruba and the Bahamas-and visits to
loved ones across the country. Every now and then, she enjoyed the simple thrill of playing
the slots at a casino.
She carried herself with timeless elegance-always impeccably dressed, even for the
simplest errands. Winnie was classic, classy, and beautiful inside and out. She was a
steady presence for her family and friends, always ready to listen, o er guidance, and
make others feel at home. She had a unique ability to let go of things that had outlived their
purpose, often with humor and practicality.
Above all, Winnie's greatest joy was her family. Her face would light up at the mention of her
children, grandchildren, and great-grandchild; they were truly her world. Over the past few
years she truly cultivating a strong bond with a wonderful group of ladies within her
neighborhood and loved lunching with these ladies.
She is survived by her adoring husband of 65 years, Anthony Francis Frank; her three
beloved children, Debra Ann Long (Larry Kahn), Anthony Peter Frank (Ann Marie), and
Michael Joseph Frank (Camille); her cherished grandchildren, Peter W. Jones (Jennifer),
Samantha L. Frank, Tyler A. Long , Melissa R. Frank, Alessandra C. Frank,
and Zackary J. Frank; and the apple of her eye, her great-grandson, Asher
Grey Jones. She is also lovingly remembered by her nephews Peter
Carcaterra IV., Larry, Stephen, and Douglas Kunze; her niece Maggie
Carcaterra; and her cousins Cathy Carcaterra, Patricia Mazzei, and
Raeann Mazzei.
Winnie was preceded in death by her loving grandparents, Peter and
Raffalina Carcaterra; her parents, Winifred and Peter Carcaterra; her
sister, Jean Kunze; and her brothers, Peter A. Carcaterra, III and Frank J.
Carcaterra.
Winifred Peggy Frank leaves behind a legacy of love, elegance, and unwavering devotion to
family. Her presence was a gift, her memory a blessing, and her love will continue to live on
in all who knew her.
